Every attempt has been made to keep Toppers stable, especially for our loyal employees and guests, but the economic challenges of the past couple of years have become overwhelming and impossible to face as a smal Toppers was so great that I would return to Delaware and stay at Dover Downs just so that I could go to this spa!
